There is a growing international consensus that operations research — the process of identifying and solving problems with delivery systems — is crucial for maximizing the impact and effectiveness of global HIV/AIDS programs.
The scale and unprecedented nature of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) creates both the imperative and the opportunity to learn how to improve access to high-quality services. Elevating operations research as a core function of PEPFAR will help policymakers evaluate what strategies work best in the field and then funnel that knowledge back to programs on the front lines of the pandemic.
