Doug Horner

Vice President, Awards, Compliance & International Operations.

Doug Horner is responsible for leading EGPAF’s global contracts, grants and procurement functions; and compliance and risk management initiatives. He has over 20 years of experience in evaluating and administering publicly-funded programs. Before coming to EGPAF, Horner held senior management positions in two of the U.S. Department of Justice’s major grant-making agencies, reporting to Presidentially-appointed directors. He also served at the Government Accountability Office and the White House’s Office of Management and Budget. Horner earned a master’s degree in public policy from Harvard’s Kennedy School and graduated with honors from Duke University with a bachelor of arts degree.
